THIS IS WHAT WE DO.

3-Phase Federal Grant Lifecycle
01 Pre-Award and Strategic Services
02 Technical Application Development
03 Post-Award and Administrative Services

From first funder assessment through federal project closeout — structured around what FEMA and HUD reviewers actually require.

We solve the technical, structural, and compliance gaps that cause grant applications to be scored low, rejected, or de-obligated at federal audit. Our work covers three phases: Pre-Award Strategy, Technical Application Development, and Post-Award Administration, governed by a delivery system built for the complexity of FEMA, HUD, and 2 CFR 200 environments.

01 — THIS IS WHAT WE DO

OUR SERVICES

Three interlocking service phases covering every stage of the federal grant lifecycle — from initial funder alignment through final closeout and federal audit defense.

01

Grant Search and Strategy

A high-level audit to identify which federal streams (HMGP, BRIC, FMA, or PDM) align with your infrastructure priorities. No guesswork, no misaligned applications.

02

Strategic Capability Assessment

We evaluate your design-readiness to determine if your project can meet the 30-point FEMA scoring threshold for projects at 90% design or greater.

03

Hazard Mitigation Planning (HMP)

Helping communities create or update the FEMA-approved Hazard Mitigation Plans required by law before project funding can be received.

02 — ENGAGEMENT MODELS
SERVICE PACKAGES

Choose the engagement model that matches your jurisdiction's readiness and capacity. All models are structured around federal compliance requirements.

Flat Fee — per assessment or strategy report.
Grant narrative development and application writing

Standard Narrative Project

Structured onboarding, narrative drafting, and application submission for a specific program such as BRIC. Includes project scoping, BCA coordination, and EHP documentation aligned to federal submission requirements.

Federal infrastructure grant launch and administration

Grant Launch and Administration

Comprehensive engagement covering strategy, application development, and long-term post-award grant management. Includes procurement compliance, quarterly reporting, reimbursement requests, and final closeout.

Expert staff augmentation cadre for federal grant compliance

Staff Augmentation Cadre

On-call deployment of subject-matter experts including Project Managers, BCA Specialists, Environmental Compliance Officers, and Accountants to act as temporary internal capacity for jurisdictions with limited staff.

Hourly / Tiered Rate — based on specialist expertise level.
03 — THE METHOD
OUR ENGAGEMENT METHOD

Every engagement is structured around what FEMA and federal auditors require — not what is easiest to deliver.

3-PHASE DELIVERY

Initial Technical Screening

Intake Gate

A rigorous intake screening evaluating project-funder fit, baseline data availability, and the initial structural viability of the subapplicant.

Capacity Audit and BCA Readiness

2 CFR 200 Compliance

Enforcing strict Uniform Guidance compliance (2 CFR 200) and performing deep diagnostic analysis on Benefit-Cost Ratio readiness to ensure a >1.0 outcome.

Structured Application Formulation

90%+ Design Alignment
